The COVID-19 pandemic made it a whole lot worse after millions of people who lost their jobs fell behind on rent. While eviction bans forestalled mass homelessness – and emergency rental assistance has helped some – most moratoriums have now been lifted, putting a lot of people at risk of losing their homes. One solution pushed by the White House, state and local lawmakers and many others is to increase the supply of affordable housing, such as by reforming zoning and other land-use regulations. Two weeks after the first U.S. case of COVID-19 was identified in Snohomish County, Washington, in early 2020, my dad had a stroke at his home just across Puget Sound. More COVID-19 cases were about to surface at a nearby skilled nursing facility, marking the beginning of a crisis for nursing homes across the country. My dad was incredibly lucky. It was minor stroke, and he didn’t need nursing home care. But the type of stroke he had is a leading risk factor for cognitive impairment and vascular dementia. I know that nursing care may be in his future. When hurricanes and other extreme storms unleash downpours like Tropical Storm Beta has been doing in the South, the floodwater doesn’t always stay within the government’s flood risk zones. New research suggests that nearly twice as many properties are at risk from a 100-year flood today than the Federal Emergency Management Agency’s flood maps indicate. Unfortunately, many of the people living in those properties have no idea that their homes are at risk until the floodwaters rise. I am a sociologist who works on disaster vulnerability. In a new study, I looked at the makeup of communities in Houston that aren’t in the 100-year flood zone, but that still flood. What I found tells a story of racial disparities in the city. Racial inequality in home values is greater today than it was 40 years ago, with homes in white neighborhoods appreciating $200,000 more since 1980 than comparable homes in similar communities of color. Our new research on home appraisals shows neighborhood racial composition still drives unequal home values, despite laws that forbid real estate professionals from explicitly using race when evaluating a property’s worth. Published in the journal Social Problems, our study finds this growing inequality results from both historical policies and contemporary practices. While much of the world was sheltering in place in the fallout from the COVID-19 pandemic, many Americans’ undivided attention was focused squarely on Minneapolis, Minnesota, where George Floyd was killed at the hands – and knees – of the police. Floyd’s murder evoked memories of other murders by the police, including those of Walter Scott, Eric Garner, Philando Castile and Samuel DuBose. Most recently, another unarmed Black man, Jacob Blake, was shot seven times in the back in Kenosha, Wisconsin. We are a sociologist and a social worker who study racism, inequality and families, including a focus on Black men and their interactions with law enforcement.
