But the fact is that it’s not uncommon for students to be suspended or expelled for much less egregious behavior before they even enter kindergarten. In 2014, the U.S. Departments of Health and Human Services and Education provided recommendations to states to severely limit and ultimately eliminate early childhood suspensions and expulsions.
