Medicaid Program Expands Funding For Seniors And People With Disabilities

The Biden administration recently announced approximately $25 million in grants to expand a Medicaid program that has allowed more than 90,000 disabled people and seniors to move out of institutional settings like nursing homes and back into their communities. Money Follows the Person is a demonstration program designed to support states in expanding their home care services. Demonstration programs are used to test new and innovative policies in the states. The nearly $25 million announced August 22 will support early planning for MFP in Illinois, Kansas, New Hampshire, American Samoa and Puerto Rico, bringing the total to 41 states and territories offering the program. Currently, nursing home care is a Medicaid entitlement, meaning states are required to provide it to seniors and peo...

This Federal Program Could Help Low-Income Women Pay Their Bills This Summer, As Energy Costs Soar

President Joe Biden announced new guidelines Wednesday for distributing an influx of funding for one of the oldest federal energy assistance programs in the country. The program, known as the Low Income Home Energy Assistance program, or LIHEAP, is a lifeline for families — many led by women — struggling to pay their utility bills. Originally created to help low-income households pay their heating bills, the program has been increasingly used for cooling assistance. As climate change has led to more frequent heat waves and hotter summer months, this funding has become more crucial to pay for rising energy costs. The new guidelines rolled out in an executive order — among several climate-related orders announced this week — expand on the shifting needs of the cooling side of the program...

It All Depends On How The Program Is Designed, But Free College Programs Can Enable More Students To Go To College

The big idea Free college programs are emerging across the United States as potential mechanisms to improve college enrollment and affordability. Our research examines how the design of these programs influences their effectiveness. We argue that effectiveness depends on the answers to two questions. First, does it help more students attend and complete college? Second, how do the outcomes of the program compare with the resources invested? Free college programs are sponsored by states, private donors and individual colleges. Some programs offer free tuition to attend a choice of colleges and universities, while others provide free tuition to attend a particular school. Programs may be available to students in a particular state, as is the case with the Oregon Promise, or a specific commu...

A language generation program’s ability to write articles, produce code and compose poetry has wowed scientists

Seven years ago, my student and I at Penn State built a bot to write a Wikipedia article on Bengali Nobel laureate Rabindranath Tagore’s play “Chitra.” First it culled information about “Chitra” from the internet. Then it looked at existing Wikipedia entries to learn the structure for a standard Wikipedia article. Finally, it summarized the information it had retrieved from the internet to write and publish the first version of the entry. However, our bot didn’t “know” anything about “Chitra” or Tagore. It didn’t generate fundamentally new ideas or sentences. It simply cobbled together parts of existing sentences from existing articles to make new ones. Fast forward to 2020. OpenAI, a for-profit company under a nonprofit parent company, has built a language generation program dubbed GPT-...

How a tech-based program on health brought African American kids and parents together

The mere act of growing up brings special challenges to young African Americans, particularly those living in rural areas. Resources there are often limited, compared to what’s offered in the city. There’s more chronic poverty and economic stress, and less of almost everything else: employment opportunities, public transportation, recreational facilities, families with discretionary income, and health care, both physical and mental. There are bright spots, however, as I’ve learned from over 20 years of research. One was the caregiving practices of many African American families. That nurturing has helped their children avoid major problems, including behaviors that place them at risk for HIV/AIDS and unplanned pregnancies. With that in mind, I developed the Strong African American Famili...

Darknet Murder-For-Hire Suspect Remains Under GPS Monitoring Program

Tina Jones, who was arrested for attempting to hire a hitman to murder a woman alleged to of had an affair with her husband, has hit the headlines once more. This time, George Bakalis, , the DuPage County Judge, ordered the suspect to remain with the GPS monitoring device she has been wearing after she was given the conditions of bail. Jones has been living with her parents in Georgia with the strict condition not to leave the county unless attending the court hearings in Illinois. The bail terms also order her not to be in Illinois for more than twenty-four hours. This was in accordance with the conditions set to monitor her whereabouts as she awaits her final hearing and sentencing. The federal court charged the suspect with four counts for conspiring murder for hire. She w...

The First Guaranteed Basic Income Program Designed for Single Black Moms

The Magnolia Mother’s Trust asks participants what they need to not only pay the bills but also to fight generational poverty. Ebony, a single mother of three, works two jobs to make ends meet and takes in around $11,000 a year. In addition to a part-time job at a beauty supply chain, she works as a communication specialist at a Jackson, Mississippi, nonprofit, a temporary position that could end in December. She’s hoping her employers will keep her on, and she’s doing all she can to inspire them, including showing up for work an hour early. “I want to make a good impression,” she says about showing up to work early. “It would be great if [the employers] tell me, ‘You worked so hard, how about you go ahead and stay with us?’” Staying on could mean that Ebony’s annual in...
