Medicaid Program Expands Funding For Seniors And People With Disabilities

The Biden administration recently announced approximately $25 million in grants to expand a Medicaid program that has allowed more than 90,000 disabled people and seniors to move out of institutional settings like nursing homes and back into their communities. Money Follows the Person is a demonstration program designed to support states in expanding their home care services. Demonstration programs are used to test new and innovative policies in the states. The nearly $25 million announced August 22 will support early planning for MFP in Illinois, Kansas, New Hampshire, American Samoa and Puerto Rico, bringing the total to 41 states and territories offering the program. Under Funding Model Meant To Boost Performance, Racial Gaps In College Graduation Widened

Performance-based funding – a policy in which states fund public colleges based on certain student outcomes, such as how many students graduate – hasn’t benefited all students equally in Tennessee and Ohio. That’s according to a study in which we analyze U.S. Department of Education data on public colleges and universities in these states between 2004-2015. We compared institutions in Ohio and Tennessee to institutions in states that did not have performance-based funding policies during the same time frame. In some cases, Black, Hispanic, Native American and Alaska Native students did in fact earn more certificates as well as associate and bachelor’s degrees. Unrestricted funding can also come with some limitations. Donors might, for example, designate the money for operating expenses like rent or to help strengthen the organization through support for leadership development. However, only about 20% of U.S. funding for nonprofits has any degree of flexibility, the Center for Effective Philanthropy has estimated. This grim reality is just one more illustration of an unacceptable truth: Science does not benefit all Americans equally. While part of the solution lies in making access to health care more equitable, I believe the key to real change is more fundamental. Democratic presidential candidates are proposing new approaches to the federal government’s role in public education. Former Vice President Joe Biden and Sen. Bernie Sanders want to triple the US$15 billion spent annually on Title I, a program that sends extra federal dollars to school districts that educate a high percentage of poor children. Sen. Elizabeth Warren wants to go further and quadruple funding for that same program. Other candidates have similar proposals to substantially increase funding for public education, including Sen.
